Cost of having a garage built?

Anybody in the building trade know the rough cost of having a brick/breeze block, flat or pitched garage built on an existing garage concrete base, it's 2.8 x 4.8? Do you need building regs if it's replacing the same size structure, a panel section garage? Or have you had one similar built recently?
